Mastermind: Kirei Kotomine (age ~38) [title: Wordsmith? some vague allusion like 'conductor', maybe something with a double meaning--'Inquisitive' would be good for that, inquisitor+literally asking a question. If we go the Origin-as-titles route, I'd imagine Kirei's would be something along the lines of 'Contradiction', 'Void', or something equally mastermind-y and intimidating. Hell, why not both and have the Origin title revealed way later.]
Physical Location: Clock Tower (subterranean, under the British Museum because of course it is)
World Setting: At the end of Fate/Zero, the awakening of the Holy Grail happened slightly sooner; Saber actively fought and defeated Berserker, triggering the full appearance of the Grail the instant only Saber and Gilgamesh remained. While Kirei and Kiritsugu fought in the basement, their two Servants confronted each other and caused massive damage to the building above, breaking the Grail open and spilling the cursed mud it contained. The resulting flood corrupted Saber into Saber Alter (who killed Gilgamesh in his newly corporeal and very mortal human body on sight) before destroying the building and flowing into the city/world at large, resulting in Kiritsugu's entire Grail-fueled dream sequence from canon. In the aftermath, Kirei was shot and killed. While spreading calamity and devastation which left an unclear amount of the world in smoldering ruins, (before the broken Grail failed to sustain itself fully and fell apart) it created a false heart made of corrupted mud in place of Kirei's own.
Upon waking up he found a single survivor less dead than the rest; a child named Shirou. Naturally he took him in as his own, because what else is one to do with what might be the only other living person on the planet? Healing the child's injuries with his own magic, Kirei adopted him and after a number of years discovered 'Shirou Kotomine' had a moderate aptitude for magic himself; which is to say, Shirou's entire purpose seemed to be the projection and creation of swords.
Following the end of the fourth war and Shirou's adoption, Kirei organized the half-dead survivors of the fire to be transported to the basement of the Clock Tower, (How? I don't know. I don't even know how he got them to the church in canon.) now sitting on what amounts to a wasteland; the Grail being broken open combined with the damage caused by Saber Alter--
--you know what, I actually have no clear canon justification/excuse for the Clock Tower being deserted past 'it's silly that even part of all the world's evil only wrecked a fraction of a city', 'Saber Alter and Kiritsugu are probably still around somewhere and Kirei wants none of that' and 'i would like murdercollege on a post-apocalyptic wasteland in London please'.
Moving on. In the years that pass after the end of Fate/Zero and after the discovery of Shirou's magic, Kirei takes part of his false heart made of Avenger's corruption to try and form a secondary Grail in the magic-heavy atmosphere beneath the Clock Tower. (This probably drastically shortens his lifespan, so good luck surviving for long after murdercollege if the survivors don't just outright kill him.) Unfortunately, with no participants for a Holy Grail War to fuel it further, Kirei decides he has to turn to another form of energy. Avenger is an amalgamation of curses, and so it draws similar curses and negative emotions into itself. In other words, what's needed is a lot of suffering and anguish beyond that of even the half-dead people from the Grail's initial disaster. With this world now regrettably short on people, Kirei examines the Clock Tower's wealth of information and comes up with a solution in the form of the Jewel Sword of Zelretch; if this world is low on humans to feel despair, he'd just have to find people from another and put them in enough of a hopeless situation that Avenger could draw power from their despair and anger. Also probably their souls, once people start killing each other. Once a usable Jewel Sword was created, he'd likely even put a now-teenage Shirou himself into one such game; ostensibly as a mole, but in reality just setting him up to die once he'd stopped being useful. Wouldn't be Kirei at all if he didn't basically backstab someone for kicks.
TL;DR: Everything is terrible and Kirei is looking to make a literal despair generator by sticking people in murdercollege and getting them to kill each other to fuel an eldritch amalgamation of negativity and evil.
Superficial Setting: 'Chronos University', a subterranean college with a technology level averaging somewhere around a nonspecific area of rotary phones, candlelight, and parchment. College setting; dorms, cafeteria/kitchen, laboratories, a library with no particularly useful or world-identifying information, laundry rooms, etc. It'd be pretty cool if the courtroom was some kind of lecture hall, but if that's not doable that's fine. Beneath the dorm floors are the classrooms/general antiquated college setting levels, and well beneath those floors are containment facilities for Sealing Designated magi. Hidden somewhere on those particular floors is a room with the remnants of survivors from Fuyuki and the surrounding areas--basically the church basement, and it's prooobably best nobody stumbles on that for the sake of everyone's mental health. In the lowest level basement is the half-formed Holy Grail, comprised of a small part of Kirei's own false heart and a lot of curses/human souls/malice from both the 'survivors' of the Grail breaking open and whoever dies in the murdergame itself. Potentially, we could also say this isn't the first one he's done for exactly this reason.
Communication Method: Letters and a phone line would probably be the easiest considering the setting. I mean there's Tokiomi's magic fax machine and rotary phones, and that's about the extent of magi technology because Nasuverse magi are weird. For the latter he could be using some kind of voice modulation if necessary--I mean it's Nakata ffs, it'd be really weird if anyone would ICly be able to recognize his voice.
General: It might be neat to match up applicant titles to a noun that could be the character's potential Origin; I'm not certain if that's a concept Kirei would have studied extensively under Tokiomi, but I'm at least sure he'd know of it enough not to be bothered to think of anything else. For example: Yoshikage Kira, whose entire motivation is the desire for 'a quiet life' at the cost of basically everything and everyone around him, could be 'Tranquility' or something similar.
My idea for deadcomm was basically a repurposed version of the Grail dream sequence; maybe the same school or some other kind of eldritch location, with black rain and a perpetual night sky featuring a big void where the moon should probably be. I'm not sure if I'd be able to swing a hypothetical deadcomm NPC, but if you guys have no one in mind or other such plans in place I can try to come up with a member of an offscreen past round or something similar. (I mean. I do have a Caren Ortensia journal and can probably come up with a Shirou Kotomine or Avenger himself if pressed enough.) Either way there's some small precedence for that kind of thing in the form of Hollow Ataraxia, in which the whole setting's a weird jamjar-esque dream sequence from the start.
As far as execution methods go, I'm a little stuck; I want to default to something similar to Pride in r1 with the 'black void' angle, but repetition would be boring for everyone involved. Even with as fast and loose as I'm already playing with the universe setting's rules I'm really not sure what to do here.

The sword cuts through the walls between dimensions, functioning as pretty much a handheld jamjar engine. Lacking the magical energy necessary to power the sword himself, Kirei used a secondary source in the form of the rest of the city's 'survivors'. Maybe don't look too hard into the lower levels of the Clock Tower. Ever.

Reason: Simply stated, it just wasn't enough. Kirei desperately sought to see the Grail's completion, but when it finally happened and began to cause untold devastation...well, he was inconveniently unconscious from a nasty case of temporary death. After witnessing Kiritsugu's hallucination caused by Avenger, Kirei comes to the conclusion that he and Shirou were the only real survivors because the former is the only man willing to pray for the devil, so to speak. The latter takes him a little longer to figure out, but Shirou proves himself to be what Kirei sees as a living tool to suit his eventual purposes; with the Tohsakas and Matous having been collateral damage in the Grail's wiping out a large fraction of the earth, it looked like the Grail War wasn't going to happen again anytime soon and so he would have to use everything at his disposal to take a third option.
If you want something done right, sometimes you have to take matters into your own technically-undead hands. More than anything, Kirei Kotomine wants to truly witness the birth and existence of something created for the sole purpose of 'being evil' so that he can answer the question of whether or not it is wrong to exist as one is meant to if one was evil from birth. Avenger being the only thing legitimately made as 'evil incarnate', watching it fulfill its purpose is the only way Kirei can get his answer. The Grail needs fuel of one kind or another to be brought back into existence, and if he has to destroy countless lives across the multiverse in order to burn what remains of his world to the ground, then that's just the way things have to be.
